At the FAA building, Sid tells Todd to try to contact the people on the plane on their cell phones. Sid and Todd listen to a recording of a man who poses as an air traffic controller. Sid calls Larry at the FBI office and says that a man has taken control of a plane. Sid says that the pilot thinks that the man he is talking to is part of the FAA and will do everything the man says. At his hideout, Tony tells the pilot to change course because of the weather.

Larry calls Renee and tells her that the air traffic control of a plane has been taken over by the terrorists. Renee tells Larry that Gabe is dead. Jack tells Renee that because the terrorists located him so fast, he thinks there is a mole in her office. An agent asks Jack to surrender the gun that he took from Gabe's bodyguard. Jack hands over his gun and Renee tells another agent to put Jack in his car. Renee learns that the FBI is on their way to search for the sniper. The sniper goes to the ground floor, sees that there are FBI agents there, then goes back up the stairs.

Larry tells Janis that Renee was shot at. Larry calls Sid and learns that the FAA is trying to contact passengers on their cell phones. Sid tells Larry hat he will get back to him. Sid sees that a plane is being directed to land on a different runway. Todd sees on his monitor that all of their contact to the planes in the eastern quadrant have been lost to the terrorists.

Tony calls Sid and says that he has taken control of the planes. He tells Sid to look at the cameras at JFK airport. Sid sees that two planes are on a collision course on the runway. Just before the planes crash, Tony radios to a pilot and tells him to pull up. The plane pulls up just as another plane crosses below it. Tony calls Sid and says that what he did was only warning shot. He says the next time will be real.

The sniper looks out the window and sees that he is surrounded by the FBI. At the pier next to Tony's hideout, a man named Emerson and two other men arrive. On the boat, Michael is uncuffed. Tony shows Emerson the module and says that it works perfectly. Emerson asks Tony how the FBI found Gabriel. Tony says that Jack Bauer found him and that he took care of Gabriel. Emerson leaves with the module and Michael.

The White House Press Secretary announces the details on the strikes in Sengala to reporters. She says that the United States are intervening in order to stop the genocide. She says that Taylor plans to overthrow Jooma to protect the people of Sengala. The Press Secretary says that Taylor is discussing a post war plan with Motobo, the democratically elected president.
