A farmer drives his tractor hauling a trailer to the front of a federal building. He unfurls a banner that says his name is Harold Clark and wants to talk to the President. At the institute, Cal gives a tour to a group of children. Ben tells Cal that he needs to talk to him and Gillian. They see a video of Harold and a report he is hauling explosives. Ben explains they need to have everyone stay inside since flying glass is deadly.

The team zooms in Harold's face to see his expressions. Ben explains Harold had a family farm that was foreclosed. Cal says he doesn't think Harold has mad bomber anxiety. The team asks the classroom to go into the conference room. Gillian explains to the teacher they need to stay away from windows. Cal introduces the children to Eli who will further educate them about lying. Ben introduces Cal to his boss Asac Steele who reports they detect traces of ammonia nitrate and diesel coming from the tractor. Asac asks him to figure out if Harold has a bomb. Cal requests to talk to Harold himself since he knows what he is doing. Cal calls Harold, but he hangs up after he learns the President is not there.

Ria and an agent named Irving speak to Mary Clark at her house. She says Harold complained about the government and she can't believe he is about to set off a bomb. One of Harold's friends says Harold's farm was taken away. Mary says Harold just wants to talk to the President, but Ria thinks she is afraid he might do more. After asked to leave, Agent Irving says he will get a warrant.

Back at the institute, the children become restless. Cal suggests Eli bust out a guitar. Ria calls Cal and tells him that she thinks Mary is hiding something. Cal phones Harold and asks him what he wants to talk about. After Gillian analyzes Harold during a question about a bomb, she sees that Harold is being deceptive. Asac orders his team to send in his snipers.

Asac tells the team they are not authorized to shoot unless someone is in danger. Gillian is upset they are using the institute to stage an attack. Cal calls Harold after Asac asks him to distract him. Cal asks him if his wife is involved, but Harold tells him to quit playing games then hangs up.

Cal calls Harold and informs him he is the only person who wants to talk to him. He asks him what kind of bomb he has. Harold says the bomb is rigged to explode if anything happens to him or if the President doesn't contact him by sun down. Cal tells the team Harold is telling the truth, but appears to be in fear as if he has a gun to his head. Ben looks at Harold's seat and sees it is rigged to explode.

Gillian plays the team the 911 tape report about Harold's bomb. She notices the caller being happy after he says Harold is going to blow the federal employees up. Cal wonders if there is someone working with Harold.
