A couple goes to the movies. The theater begins to fill up, then the ticket box closes. Someone walks around the building with a gas can. The person begins spilling the gas in the lobby, then lights a match. The couple notices the fire and the crowd tries to escape. They try to run through ther lobby, but find it filled with flames. They then try the emergency exit and see that it is locked. The theater fills with smoke.

JJ tells the team about the fire and how there were 19 deaths and no survivors. JJ says the same thing happened at the local recreation center in town and there were also several other fires. David mentions that the first fires had no victims, but the last two took a total of 31 victims. Spencer says that most arsonists aren't killers. Hotch points out that once an arsonist begins setting fires, they don't stop until they are caught. The team flies to Indiana to investigate the arsons. While on the plane, the team decides it is most likely that the arsonist is male. They tell Garcia to look at the town's history of juvinile offenders. Hotch tells Garcia to expand the search to the whoe state since the unsub may have practiced outside of the town. Hotch tells Garcia to also look into the victims of the fires.

JJ and Hotch meet with Chief Carlson. Hotch says they think the unsub will strike again soon. Chief Carlson takes the detectives to see the bodies and meet with the families of the victims. Hotch tells the doctor to send everyone home because large gatherings are going to be a target. Hotch tells him that they think the arsonist is from the town and they will try to handle the case quietly.

A vigil is set up in town to remember the victims. Emily and Derek go to the theater and learn that the fire was set by gas and a match. They also learn that the killer turned off the the water line, so the sprinklers never turned on. Derek looks at the signs of the victims struggling to break free. David talks to the fire department and they tell him that most teenage boys in the town play with fire. David asks if there is anything that may have happened that was not reported.

The team reconvenes at the headquarters and no one has found anything out of the ordinary. Garcia tells the team that she found a couple of names that she is looking into further. She says she also found a few other gasoline and wooden match arsons in a nearby town. Spencer asks if there is any crossover between the residents of the two towns. Hotch tells her to look into any potential enemies between the two towns. Garcia tells Hotch that she is not a profiler and she does better with technology. He tells her that they need her to look into the peoples lives for the case.

The team goes to the church service to try to see if they can pinpoint any suspects. They see several young men who have histories of arson. They then hear a fire engine and the team investigates the fire. They are confused because they thought the unsub would have been at the memorial service. The fire chief tells them that the fire was caused by a cocktail thrown through the window. The team realizes the delivery method has changed. They see locks on the gate and figure the victim wanted to make sure no one got out. Derek sees that the chain is different than the previous fires. He tells the chief that something has changed. He says either there is a second arsonist or something has changed inside the arsonist. They then learn that there are four deaths from the fire and one person in the hospital.

Derek calls Garcia and she tells him about the victims. She says many of them have had questionable histories. She mentions a man who sued his company over nothing, a man who beat his wife, and a woman who cheated on her terminally ill husband. Derek tells her that he has a few more names for her to investigate.
